Overview

The purpose of this FPO is to give the market advance notice that NZDF will soon release an RFP, seeking solutions for the design and delivery of a new housing development as part of the Waiouru Housing Programme. This project involves the design and construction of approximately 50 new homes and construction of associated on and off lot landscaping/civils, in an area previously occupied by NZDF housing located out the main Waiouru Military Camp (and on NZDF owned/designated land). This tender has been informed by an RFI process that ran over the period December 2023 – January 2024.

In advance of RFP release, please go to NZDF's e-tendering portal SmartProcure at https://nzdf.bravosolution.com and ensure that your company has a profile set up. This is the portal through which the RFP will be managed, and responses received. The RFP release on GETS will direct all interested parties to SmartProcure.

As part of the up coming RFT, tenderers will be required to declare and/or demonstrate adherence to these pre-qualifications:

- Delivery experience – confirmed experience in delivering a residential development of more than 30 homes and associated civil infrastructure, of a similar scale and quality of mixed typology, on a full turnkey basis.

- Capacity to commence work – confirmation of capacity to commence in line with the proposed start date, and that sufficient capacity exists throughout the proposed programme to complete the works.

- Experience with NZS contracts – confirmation and demonstration of experience working under NZS3916 ‘Conditions of Contract for Building and Engineering – Design and Constuct’ or other similar and comparable construction contracts such as NZS3910.

- Bonds and Security – confirmed ability to obtain a 5% performance bond based on their proposed price.
